Professional open-wheel racer, 1980-85. Debuted in ’79, competing in Skip Barber Series and winning Southeast Division Regional Formula Atlantic Championship. Won four national races and the SCCA Formula Atlantic National Championship in ’81. Co-drove with Danny Sullivan in ’82 Daytona 24 in a GTP-Rondeau. Competed in Tasman Series (Australia and New Zealand) in ’83 and the WCAR Pro Formula Atlantic Series in ’84 and ’85, scoring four pole positions and a couple of race wins. Other career highlights include victory in the Skip Formula Ford Invitational at the Meadowlands in ’85; runner-up in the ’83 LBGP Super Vee race; and a Formula Atlantic podium in Mexico City in ’82 in a Garvin Brown Tiga.

Phipps finished second in Super Vee at the ’83 Long Beach Grand Prix.
